How to report on the access to energy pillar using the JRC offline reporting template

When reporting on the access to energy pillar, there are two main exercise sheets to complete:

The energy access targets have been incorporated into the access to energy assessment sheet.
These sheets are explained in more detail in the sections that follow.

Let’s unpack these points one at a time.
Step 1: Data collection process
Provide supporting documents containing details on the data collection process.

Step 2: Access to electricity key indicators
- Remember that the overall indicator must be filled.
- At least one indicator for each energy access attribute must be filled. It is however recommended to report on all indicators for all attributes.
Requirements per key electricity indicator
For each selected indicator, report on the following:
1. Value from grid
2. Value from off-grid
3. Unit
4. Year
5. Target
6. Target year
7. Detailed information and comments if available
Example from the offline template:
- For each indicator selected, the above requested information must be filled in.
- Scroll down in the ‘’unit’’ tab to select the right unit for the indicator.
- The target should be referring to the target set by your local government during the target setting phase of the SEACAP development.
- If there is no data for an indicator, provide detail in the ‘’Detailed information and comments if available’’ section on why it was not possible to get the data.
- Indicate the source (and the page in the source if relevant) for reference in the ‘’Detailed information and comments if available’’ section to facilitate the review by the CoM SSA helpdesk.
- The table A.SU5 is used to further detail the indicator ‘’Percentage of local electricity from REs’’ per type of demand. The fields are optional.
Additional electricity indicators – Sustainability (II)
- The table B.SU6 is used to further detail the indicator ‘’Number of minigrids and stand-alone systems [n°]’’ per type of demand. The fields are optional.
Additional electricity indicators – Affordability
- The table AF9 is used to further detail the indicator ‘’Percentage of expenditure of Public Buildings and infrastructures for electricity [%]’’ per type of demand. The fields are optional.
Step 3: Clean cooking key indicators

- At least one indicator for each energy access attribute must be filled.

For each selected indicator, report on the following:

- As shown on each of the electricity indicators in the previous section, the above requested information must be filled in for each indicator selected.
- Scroll down in the ‘’unit’’ tab to select the right unit for the indicator.
- The target should be referring to the target set by your local government during the target setting phase of the SEACAP development.
- If there is no data for an indicator, provide detail in the ‘’Detailed information and comments if available’’ section on why it was not possible to get the data.

This is the information required for each action.
There is a drop-down menu to choose the sector whether it relates to electricity or clean cooking.
Specify the main related indicator the action addresses and contributes towards achieving its target (scroll down and select an indicator in the list: overall, SU1, AF9, SC3 etc.).
The value refers to the value of the target set for the related indicator.
Vulnerable population group targeted: Select for which vulnerable population group the action is meant to be beneficial to (scroll down and select a vulnerable population group: youths, children, elderly, women, unemployed, low-income, etc.).
Responsible body/department: Indicate which body or department is in charge for the implementation of the action, or will be held accountable.
Origin of action: Indicate which institution or organisation is responsible for initiating the action (scroll down and select an organisation in the list: local, regional, national government, etc.).
Implementation timeframe: Indicate the start date and end date for the implementation of the action.
Implementation status: Indicate the implementation status of the action (scroll down and select a status in the list: started, not started, ongoing, complete, cancelled).
Indicate if the action is also affecting climate change adaptation or climate change mitigation respectively.
Avoided cost: Indicate the amount of operating costs or other non-investment costs necessary to implement the action.
Indicate if the action is a key/priority action.
NB: You can always add more rows if the number of actions included in your SEACAP exceeds the number of rows allocated in the basic version of the template.
Step 1: Access to energy actions per sector
Indicate which sectors (electricity/clean cooking) have been prioritised.
Include an action title for that sector (max. 120 characters).
Include an action description to further describe the action (max. 300 characters).
Indicate which is the main related indicator the action addresses.
Indicate the value of the action.
*Note you may have more than one action per sector in which case, include this (see example).

Step 2: Responsible parties, implementation timeframe and status
Indicate a responsible body for implementing the action.
Indicate origins of action from the drop-down list provided.
Indicate the start time of the action using the drop-down list provided.
Indicate the end time of the action using the drop-down list provided.
Indicate the implementation status of the action using the drop-down list provided.
Indicate any further information, sources and weblinks for reference.

Step 3: Co-benefits and costs associated to the action
Indicate whether the action also addresses a mitigation issue by marking with an x.
Indicate whether the action also addresses an access to energy issue by marking with an x.
Include an action description to further describe the action (max. 300 characters).
Type in the numeric value of investments.
Type in the numeric value of avoided costs.
Type in the currency.
Indicate whether or not the action is a key action using the option provided in the drop-down list.
Value of the avoided costs:
Refer to the incremental costs an electric utility would incur for generating additional electric energy or capacity, or both, which the utility would otherwise produce itself or purchase from another source if not for the acquisition from the qualifying facility or facilities.
