Module 1

SETTING THE SCENE

This module introduced the Covenant of Mayors in Sub-Saharan Africa (CoM SSA), the history of the initiative, and identified the role and function of the Secretariat and Technical Helpdesk. The module also explored the benefits to signatories and the regional impact of the initiative.

Module 2

SEACAP MITIGATION PILLAR

This module covered the mitigation pillar of the SEACAP. It examined measures that cities could develop to help set mitigation targets and actions. This was important in helping cities reduce and monitor emissions from the various sectors within their jurisdiction. nnnThe module expanded on the important steps in the SEACAP development process (initiation, planning, implementation, and monitoring and reporting phases). It also covered developing a Baseline Emissions Inventory (BEI), the use of the proxy data tool, an introduction to the City Inventory Reporting and Information System (CIRIS), setting a mitigation vision and sectoral targets, and establishing mitigation actions.

Module 3

SEACAP ACCESS TO ENERGY PILLAR

This module introduced the access to energy pillar of the SEACAP and the state of energy access in sub-Saharan Africa. The module also explored the SEACAP development process for the Access to Energy pillar.

Module 4

SEACAP ADAPTATION PILLAR

In this module, we explored the key concepts of climate change adaptation. We examined what climate adaptation is, why it is essential, and how cities can integrate adaptation measures into their climate action plans.

Module 5

STEPS TO TAKE BEFORE YOU IMPLEMENT YOUR SEACAP

In this module, we explored the critical steps to take before implementing your SEACAP, including the actions required to access external finance. We discussed how to categorise actions effectively to secure the necessary funding for implementation.

Module 6

COMMUNICATING YOUR SEACAP

This module explored effective ways to communicate your SEACAP, including how to design and package the document for clarity and impact. It also examined strategies for engaging key stakeholders to ensure your SEACAP is understood and supported.

Module 7

REPORTING YOUR SEACAP

Module 7 explored the process of reporting on your SEACAP. It discussed the importance of tracking progress and ensuring transparency once a CoM SSA signatory city or municipality has developed its full SEACAP or specific elements of it.nnIt should help you understand the two regionally approved reporting methods available for submitting climate data and documenting the SEACAP process and completion, which will help you navigate the reporting requirements effectively, ensuring accountability and alignment with best practices in climate action planning.

INTEGRATING YOUR SEACAP INTO EXISTING PLANNING PROCESSES

In this module, we explored the process of integrating your SEACAP into existing planning frameworks. We examined the background, key steps, and best practices for ensuring that your SEACAP aligns with local-level plans and decision-making processes.nnThis module guided you on how to embed your SEACAP within existing planning structures, helping to create a more cohesive and effective approach to climate action at the local level.
